Why Join?

As a Non Exclusively Represented Employee (NERE), under Civil Service rules, YOU can join a Limited Recognition Organization (LRO) to represent you and advocate for your interests as a state employee. The Association of State Employees in Management (ASEM), an LRO recognized by Civil Service, has a long history of commitment to advocacy for the interests of state government's NERE career professionals and retirees. Also, if you are classified as a NERE, except for certain Human Resource staff, you are eligible to join ASEM--you do not have to be a manager to receive the benefits of ASEM.

ASEM's purpose is to maintain the highest standard of performance through preservation of the merit system. ASEM keeps members highly informed on issues of interest on a regular basis, and members are encouraged to identify issues of concern, express views, participate in committees, and seek to become Board members.

For only a $4 payroll deduction per pay period, ASEM offers the best deal in town for NERE advocacy. In return for your investment, the ASEM Board will represent you at Civil Service and State Employer meetings where we will advance your interests in wages, fringe benefits, and working conditions. ASEM is also a member of the Retirement Coordinating Council where we add our voice to issues affecting our retirees.   Membership dinners are held twice a year featuring speakers on issues that are timely for NERE's.
